The principal source of documentation for this volume was the indexed central (decimal) files of the Department of State. Documents from the central files have been supplemented by materials from decentralized office files, the “lot” files of the Department of State. The editors have also examined files of the United States Mission to the United Nations at New York City. A list of the unpublished sources used in the preparation of this volume follows. It includes the lot files available in the Department of State, with information concerning their origin, scope, and size, and the files of the United States Mission to the UN.
