Editorial Note

In two meetings on February 1, the General Assembly took up the three membership resolutions recommended by the First Committee, adopting Resolution I and Resolution III (the Peruvian resolution and the joint resolution of the five Central American states, respectively), and rejecting Resolution II (the Soviet resolution). In the voting on Resolution II, the United States successfully invoked the “important question” two-thirds majority rule.
