Editorial Note
On April 4, the Council of the OEEC met in Paris and adopted several changes in the structure of the organization. Dr. Stikker was elected Chairman of the Council, a post he would combine with that [Page 646] of Political Conciliator. The Consultative Group was disbanded, and certain other structural changes were made to strengthen the OEEC in its on-going relations with other European organizations. Mr. Harriman addressed the meeting on the subject of European exports to the dollar area and the significance of the Point Four program.
