238. Madrid’s 1762, August 18. Entirely aside from Spanish reaction to Soviet proposals it would be most difficult from practical point [Page 641] of view to exclude Spanish from interim administration in this city of 14,000 Spaniards. If nevertheless it is decided to exclude Spanish from administration, immediate steps should be taken by Allies to furnish shipping and provisions to Tangier since it is certain that Spanish will decline to send further supplies here.
