SS12. British Ambassador⁵⁵ and French representative have received notes from Foreign Office here informing them that Spanish Govt not having been invited to participate in preliminary Tangier discussions at Paris wishes it to be understood that it reserves all its rights as a signatory of the 1923 statute.

Repeated Paris, London, Tangier and by courier to Madrid.
