British Ambassador55 and French representative have received notes from Foreign Office here informing them that Spanish [Page 630] Govt not having been invited to participate in preliminary Tangier discussions at Paris wishes it to be understood that it reserves all its rights as a signatory of the 1923 statute.
Repeated Paris, London, Tangier and by courier to Madrid.
