The Ambassador in Iran (Murray) to the Secretary of State

1171. Increasing number reports reaching here of imminent outbreak in Gilan province of rebellion similar that in Azerbaijan. While movement identical with “Democrat” uprising and same elements are involved it is reported using old “Jangali” designation to make it appear purely Gilani in character. This was name used by [Page 509] rebels in that province when autonomous state was set up after last war but present movement has no connection therewith and title is probably being used both as rallying cry and to make it appear movement has no connection with Democrats of Azerbaijan.
