The Secretary of State to the Soviet Chargé (Novikov)
The Secretary of State presents his compliments to the Chargé d’Affaires ad interim of the Union of Soviet Socialist Republics and encloses for his information the text of a note delivered by the American Ambassador to Turkey to the Minister of Foreign Affairs of Turkey on November 2, 1945. The text of the note has been made available to the Soviet Government by the American Embassy in Moscow.94
