The British Chargé ( Balfour ) to the Secretary of State

His Majesty’s Chargé d’Affaires presents his compliments to the Secretary of State and has the honour to transmit herewith a copy of a communication95 from His Majesty’s Minister to Syria and the Lebanon96 on the subject of the Syrian Mixed Court, concerning which previous communications have recently been made to the Near Eastern Division by this Embassy.

- It will be observed that paragraph 4 expresses the view of His Majesty’s Government that no modification of the Mixed Court system should be made without the consent of all interested powers and that His Majesty’s Minister, who is pressing the Syrian Government for an assurance in this respect, hopes that his representations may be accorded the support of his United States colleague.97

- Mr. Balfour understands that the United States are not a party to the Mixed Court system, but he would be glad if, after due examination by the appropriate legal and other experts, he could receive an indication of the views of the Department on this proposal.
