The Secretary of State to the Ambassador in Iran (Morris)

Urtel 749, October 10, 6 p.m. You are requested to inform the Iranian Government that the American Government has taken note of the decision of the Iranian Government to postpone all petroleum development negotiations. While the two American firms which have [Page 457] gone to considerable effort and expense in pursuing these negotiations during the past year are naturally disappointed, having been given to understand that the Iranian authorities contemplated entering into a contract at this time, we are confident that the Iranian authorities were acting in good faith. The American Government naturally expects that if and when the Iranian Government is in a position to consider applications for such concessions, the applications of American nationals will receive no less favorable treatment than the applications of the nationals or government of any other country. Furthermore, the American Government expects that the Iranian Government will inform us or the interested American companies immediately the Iranian Government is ready to consider applications.
