ReDeptel 2443, October 16, 4 p.m.70 The Department’s attention is drawn to Iranian press comment on Iranian Government’s refusal to accept Soviet request for oil concessions in northern Iran reported in immediately preceding telegram.71 This material appeared in Pravda for October 16 and in other Moscow papers for October 17. Following customary Soviet press technique in such cases, the citations selected undoubtedly express the Soviet attitude toward the Iranian Government’s action and are an indication of Soviet dissatisfaction with the Iranian Government’s decision.
