The Ambassador in Iran (Morris) to the Secretary of State

756. ReEmbs 749 October 10. Kavtaradze visited the Prime Minister alone at the request of the latter when informed that the Iranian Government had decided not to grant any oil concessions until after the war. Kavtaradze replied that this decision could have unhappy consequences to which the Prime Minister reported that he supposed that if the Russian proposals were received but not accepted integrally as offered that they might also have unhappy consequences. The Prime Minister added it would be acceptable to the Iranian Government for the Russian delegation to submit its detailed proposals but that they would not be acted upon and until after the war. It has not yet been ascertained what attitude the Soviet delegation proposes to take or whether it intends to remain here.
The Prime Minister interviewed yesterday Vice President Schultz of the Standard-Vacuum and informed him of the Government’s decision. He has done likewise with the British representative who is finally definitely leaving for London within a few days. It is believed that the Sinclair representative has also been informed.
