Dear Mr. Murray: As I said to you over the telephone this morning, the Ambassador16 has been asked by Mr. Eden17 to convey to you the regret which is felt in London that Mr. Millspaugh should have received such treatment in Teheran that he has felt obliged to resign, and to express the hope of His Majesty’s Government that if this decision is irrevocable another American Financial Adviser may be appointed as his successor. Mr. Eden understands that Mr. Millspaugh’s colleagues are considering whether or not to follow suit. Without wishing in any way to interfere, His Majesty’s Government hope that this may be avoided. Mr. Eden adds that if the United States Government sees any way in which they could help in the present situation, His Majesty’s Government would be very ready to do so.
