Dear Ray: As you know, I pointed out to Admiral Leahy the importance we attach, with a view to your position in Canada, to your presence for at least a part of the forthcoming talks at Quebec. The Admiral fully understood and telephoned me this afternoon to say that he had discussed the matter with the President, and that the President [Page 39] wishes you to come to see him at Quebec on the 11th or 12th of September. When you arrive, I suggest that you get in touch again with Admiral Leahy.
