No official record of this meeting has been found. According to the very brief account in Leahy, p. 160, Soong spoke of Burma and made a [Page 151] “categorical statement” that Chinese forces would not undertake a campaign in Burma unless an attack were launched on Rangoon. The President’s Appointment Calendar (Roosevelt Papers) lists an appointment at noon on this date between Roosevelt and Soong, but no other record of such a meeting has been found. It appears likely that Leahy handled Roosevelt’s scheduled appointment with Soong.
