Our Governments are informed by Moscow1 that the Soviet Government empowers you to sign on its behalf the terms of surrender by Italy and you are hereby authorized to do so. For Eisenhower Freedom Algiers, Fan 206, from the Combined Chiefs of Staff. This may be taken to apply to the Military or the comprehensive terms.2 The Soviet Government do not consider that the presence of a special representative of the Soviet Union will be required at the time of signature.
