Standstill order issued by Combined Chiefs of Staff in their message of 14th August2 regarding bombing of Rome is revoked. For Eisenhower Freedom Algiers, Fan 194, from the Combined Chiefs of Staff. You are free to carry on these operations to the extent that you consider necessary or advisable subject to previous limitations regarding safety of Vatican.

The White House Map Room Log Notebook indicates that the concurrence of Roosevelt (who was at Hyde Park) and Churchill (who had returned to Quebec from Hyde Park on the morning of August 15) was obtained before this message was dispatched (Roosevelt Papers).
