The Chargé in Cuba (Beaulac) to the Secretary of State

Sir: Supplementing my despatch No. 2861, of February 20, 1940, I have the honor to report that the Cuban Ambassador to the United States18 told me this morning that he had spoken with the Secretary of State in the matter, and that he was now confident of action by the Cuban Congress within the next few weeks to complete the settlement of the public works debt. He expressed the opinion also that the settlement would make available bonds with which also to settle the Morris claim.19
