358. My 352, July 12, 2 p.m.57 Aranha says that the only suggestion he has to make is that the committee under paragraph 3 of the draft convention should not “request the governments of three of the American Republics each to designate from among its nationals a commissioner” but should request in each case one American Republic to assume the mandate.
Aranha is telegraphing his suggestions in full to his Ambassador at Washington.
