297. For the Under Secretary. My 291, June 18, 5 p.m. Aranha showed me a telegram this morning from his Ambassador at Buenos Aires reporting that Cantilo¹⁷ told him that Espil¹⁸ reports that a 5-point program (which he described) is under discussion for the agenda of the conference which will be called for June 26. Aranha expressed surprise at the breadth of the program and remarked that the 26th would allow very little time for study of so many important subjects.
