81. Department’s circular telegram of June 17, 10 a.m. As a preliminary reply the Foreign Minister6a stated Peru was in favor of a consultation. In the urgent circumstances he personally favors consultation by telegraph, but if the majority desires a personal meeting his Government would conform. He suggests Panama as being more convenient for such meeting. He must however consult with the President before making a definite answer to the Department’s inquiry. Reply from the Foreign Office expected this evening.
