114. From the Under Secretary. Following her visit to Rio de Janeiro on June 26 it is proposed to send the USS Wichita to Montevideo for a 5–day visit. Please telegraph me if you think it advisable that the Wichita should, after the termination of her stay in Montevideo, visit some Argentine port, and if so the number of days this visit should comprise.
