The Under Secretary of State (Welles) to President Roosevelt

My Dear Mr. President: With reference to your memorandum of May 20 concerning Nazi activities in Uruguay, the Uruguayan Government [Page 1148] authorities, the day following the receipt of this telegram from Minister Wilson, took steps to investigate Nazi activities in Montevideo, and it is my understanding that several alien propagandists are being tried.

I am, however, talking to the Uruguayan Minister here with regard to the report and I am asking Mr. Wilson to do the same thing in Montevideo, since I think that this indication of interest on our part would probably be useful and stimulate effective action by the Uruguayan Government.
