Memorandum by President Roosevelt to the Under Secretary of State (Welles)

The enclosed dispatch1 worries me. Is there some way in which the Ministry of Uruguay in Washington and Mr. Wilson in Montevideo can get word to the Uruguayan Government that the United States is concerned and that it would be a pity for Pan American solidarity if reports of this kind were to get into the public press, whether they are true or not?
