84. Some time ago when the Secretary first brought up the subject referred to in our instruction 1130 of February 13th the Secretary told the British Ambassador that he would give him a copy of the memorandum which was being drawn up on the subject. He had in mind giving him the memorandum after you had had time to take it up with the Secretary of State for Foreign Affairs and the interested Cabinet members. We realize there may have been a delay in the consideration of this matter, but in order not to wait too long before giving the Ambassador here a copy we would like to know whether you have yet furnished a copy to the Foreign Office or any other Government official.
