Department’s 84, March 18, 1 p.m. As indicated in my 79, February 26, 7 p.m., although Eden read and made extensive notes from the memorandum, I did not leave a copy with him as a precaution against the question at issue passing into a wholly technical sphere of discussion. The ensuing political crisis has prevented a personal consideration of the question by the relevant members of the Cabinet and has in fact changed the whole tactical situation. In the circumstances I venture to suggest that a copy of the memorandum be given to the British Ambassador at Washington since these [this?] would afford an opportunity for impressing upon him again the American viewpoint.
