Participation by the United States in the Conference for the Suppression of the Illicit Traffic in Dangerous Drugs, Geneva, June 8–26, 1936
[For the proceedings of the Conference, text of the convention signed by all the participating Governments except the United States, and other documents, see League of Nations, Records of the Conference for the Suppression of the Illicit Traffic in Dangerous Drugs, Texts of the Debates (C.341.M.216.1936.XI [1936.XI.20]). The statement of the American delegation setting forth the reasons for its inability to sign the convention on behalf of the United States is printed in the Records, page 174. See also Department of State, Press Releases, December 12, 1936, page 492, and Conference Series No. 30: American Delegations to International Conferences (Washington, Government Printing Office, 1937), pages 82–84.
Pursuant to separate instructions, the head of the American delegation signed a procès-verbal, June 26, 1936 (League of Nations document C.286(c).M.174(c).1936.XL), to alter the latest date of issue of the annual statement of the estimated world requirements of dangerous drugs as required under the Convention of July 13, 1931 (see Foreign Relations, 1931, volume I, pages 646 and following pages). The procès-verbal did not come into force, having failed to receive unanimous adherence of the States signatories to the Convention of 1931.]
