139. You are requested to present to the Japanese Government a memorandum stating that this Government has decided to exercise its right under Article 17 of the London Naval Treaty, 1930, to retain 19,000 tons of destroyers in view of the fact that on December 31, 1936, we will have only 75,900 tons of completed cruisers of sub-category (b), that is to say 67,600 less than the tonnage which is permitted under the terms of the 1930 Naval Treaty in this sub-category.
