It also feels that you should not take action in this matter which might make it more difficult for you to obtain a satisfactory disposition of cases directly involving American citizens. You need not therefore communicate with the de facto authorities in the sense of your 172, August 29, midnight unless you consider it necessary to do so in order to save the lives of the Peruvian political prisoners.
