The Acting Director for Foreign Affairs of the Kingdom of the Hejaz and Nejd ( Hamza ) to the Secretary of State

Your Excellency: At a moment when Your Excellency’s Government has taken a historic step in the direction of ensuring the maintenance of peace in the world, and has sent invitations to all the states with which it is in treaty relations to adhere to the Pact which was signed last month at Paris,1 The Government of the Kingdom of the Hejaz and Nejd and its Dependencies considers the moment particularly opportune to abroach [approach?] Your Excellency’s Government with a view to an arrangement for the exchange of diplomatic instruments of mutual recognition.

I am accordingly charged by my august sovereign His Majesty the King of the Hejaz and Nejd and its Dependencies to seek, through the good offices of Your Excellency, the formal recognition of the Kingdom of the Hejaz and Nejd and its Dependencies by the Government of the United States of America. And in this connection I am to forward for Your Excellency’s perusal the attached brief statement2 giving such information, about the country under His Majesty’s rule, as may be of interest to Your Excellency.
