The State Secretary of the German Foreign Office (Schubert) to the American Ambassador (Schurman)

Mr. Ambassador: I acknowledge the receipt of Your Excellency’s note of June 23, 1928, regarding the conclusion of an international pact for the renunciation of war, and have the honor to reply thereto as follows on behalf of the German Government.

The German Government has examined with the greatest care the contents of the note and the revised draft of the pact which was enclosed. The Government is pleased to state that the standpoint of the Government of the United States of America as set forth in the note corresponds with the fundamental German conception as it was communicated in the note of April 27, 1928.92 The German Government also agrees to the changes in the Preamble of the draft of the pact. It is therefore pleased to be able to state that it takes cognizance of the statements made by the Government of the United States of America contained in Your Excellency’s note of June 23, that it agrees [Page 107] to the interpretation which is given therein to the provisions of the proposed pact, and that it is accordingly ready to sign this pact in the form now proposed.
