Sir: Referring to the Department’s confidential instruction No. 1017 of June 21st last regarding the proposed new reconstruction loan to Austria,58 I have the honor to report that in the course of a conversation at the Foreign Office to-day with Undersecretary Grandi, he informed me that there had been no change in the Italian Government’s attitude with regard to this matter, as expressed to the Department by the Italian Ambassador.
