Excellency: I have the honor to state that I am authorized to assure you that the Austrian Government intends to make a settlement of the relief debt at the earliest practicable date, and that it is prepared to make with the United States a settlement on a basis no less favorable to the United States than made with the other relief creditor governments, or any of them.
