23. Referring to the Department’s telegram of March 17, 7 p.m.2 The President is out of town but is expected to return tonight.
The Acting Minister for Foreign Affairs says that Carlos Salazar, delegate to the recent Pan American Conference,3 and two engineers will be appointed Commissioners but that no decision has been reached as to when and where it is desirable for the Commission to meet. I shall talk with the President tomorrow.
