66. It is urgently necessary for Department to know exactly what, if anything, Argentina is doing at the present time. It is not clear from your No. 93, December 10, 3 p.m. whether Argentina is exerting her good offices or is mediating in this question. If the Argentine Government has done nothing since the recent outbreak, I presume it would not take umbrage at any action taken by the Conference [Page 690] with a view to composing the present difficulty. If, on the other hand, Argentina has taken some action, the Conference would naturally want to take that into consideration.
