The American Representative on the Special Commission (Wilson) to the Secretary of State

1. Article V of your draft of treaty discussing category III appears to limit “civil aircraft” to those “manufactured under military specifications.” Examination of Traffic in Arms Convention discloses no such limitation and I would appreciate analysis of Department’s views in this matter. I have requested Yount59 to proceed from Paris to advise me on this and other questions.
I assume that full publicity concerning aircraft is made by our Government departments. If this is so could we not safely promise full publicity on “civil aviation” without limitation?
