With reference to your 10, March 19, 7 p.m., your conclusion that it would be most desirable to abstain as far as possible from participation in debate on the Russian proposals is heartily endorsed. The proposals are not of primary interest to this Government and we should not assume a leading role in the discussions under any circumstances.
