An English translation of the proposal which Briand submitted to me last June reads as follows:

Please deliver to the Foreign Office for the consideration of the Government to which you are accredited a memorandum containing the foregoing text and the text of my reply5 which was telegraphed to you in the Department’s circular, December 28, 8 p.m.
