Sir: Referring to the Department’s circular
telegram of August 16, 11 p.m., and to my telegram No. 71, of
September 1, 11 a.m., 1928,76 I have the honor to transmit herewith copies of
a Note, dated August 30, 1928, from the Latvian Ministry of Foreign
Affairs stating that as the International Treaty signed at Paris on
August 27, 1928, is in full conformity with the national policy of
Latvia, the Latvian Government has decided to adhere to it and that
this decision will in due course be submitted to the Saeima in order
to obtain the necessary ratification.

Excellency: I have the honour to
acknowledge the receipt of Your Excellency’s note dated the 27th
inst., containing the text of the international Treaty signed at
Paris on the same date and binding the Contracting Parties to
renounce war as an instrument of national policy in their
relations with one another and to seek only by pacific means the
settlement or solution of all disputes which may arise among
them.
You were also good enough to inform me that the Treaty will be
open to the participation of every nation of the world.
As the Treaty is in full conformity with the national policy of
this country, I have the honour to announce to Your Excellency
the decision of the Latvian Government to adhere to this
Treaty.
This decision will in due course be submitted to the Saeima in
order to obtain the constitutionally required ratification.
