Sir: I have the honor to enclose herewith for your information a copy of despatch No. 479 of January 28, 1921,18 from the American Consulate General at Shanghai regarding conditions of foreign residence in the Interior of China, particularly in the Yangtsze Valley.
[Page 523]The Department would be glad to receive an expression of opinion from you as to the feasibility of arrangements for increasing the Naval forces in that section of China, as is suggested in the enclosed despatch.
