With regard to threat of Canton Government to seize custom houses and your attitude thereon in conference of diplomatic body, you should be guided by policy outlined in Legation’s telegram of September 5, 7 p.m., 1918.93 In this connection instruct Canton referring to its telegram to the Department of January 21, 12 a.m. to be guided by Legation’s telegram of September 5, 7 p.m., 1918.
