My 791, May 14, 6 p.m.99 I have received an intimation in an entirely unofficial manner that in order to keep our Government informed of developments an invitation may be extended for an American representative to be present at all meetings of the Permanent Committee of the Supreme Economic Council at which the question of Russian trade is discussed. I should welcome an early expression of the Department’s desires should such invitation be received.
