You will inform Secretary of State that this Government considers the loan which it would appear the Secretary of the Treasury has recently made with the Bank of British West Africa has been negotiated in violation of the Program of Reform of 1917, accepted [Page 109] by the Liberian Government. You will advise the Secretary of State that this Government desires an immediate explanation of why in this instance the provisions of the Reform Program were ignored.
