The Commissioner at Riga (Young) to the Secretary of State
[Received September 5—3:12 a.m.]
134. British Commissioner here endeavoring to arrange for Polish-Lithuanian conference with a view to examination and settlement [Page 660] all disputes and controversies and for agreement to refer to League of Nations for determination all disputes not settled at the proposed conference.
Learn through confidential sources my name under consideration as chairman proposed conference. What would be Department’s attitude? Personally I do not believe it would be wise in view of our non-recognition Lithuania.
