Every effort is desirable to limit number and scope of military activities in regions already exhausted by war, and the Lithuanians by any cooperation with the Bolsheviki against Poland, would create a most unfavorable impression. This you can emphasize. The caution and informality of discussion which we recommend is suggested by the fact that” this Government has not recognized Lithuania.
