The Acting Secretary of State to the Chinese Minister ( Wellington Koo )
My Dear Mr. Minister: I am enclosing herewith a statement which is being given to the Press today47 and which is based upon an account of occurrences at Nikolaievsk when that city was destroyed by Russian bandit forces. It appears from this account that the Chinese Consular and Naval representatives at Nikolaievsk rendered valuable services in the protection of the lives of Americans at that time and I take this opportunity to express to you this Government’s appreciation of those services.
