139. Your 118, March 1, 6 p.m.43 Department sent memorandum to Polish Legation43 in the same sense as the Note you were authorized by Department’s telegram 131, March 24th to deliver to Polish Government and also orally informed Legation that the matter was serious and that urgent representations ought to be made to Warsaw if difficulties were to be avoided.

Further oral representations have been made to Legation in view of your 148 and 15244 and they were told that if signs of a change in policy did not become soon evident in Warsaw, a communiqué would be given to the press. Department has reason to believe that the above has had its effect on the Legation and that in so far as it is able Legation is bringing pressure on the Polish Government.
