Sir: Pursuant to a request contained in a letter dated August 12, 1920,20 from the Asunción Port Concession Corporation of 44 Cedar Street, New York City, there are transmitted herewith for your information and for such use as in your discretion you may see fit [Page 343] to make of them, copies of a letter dated August 11th21 from that corporation announcing its creation, and copies of the enclosures thereto, which are a certificate of incorporation of the Asuncion Port Concession Corporation and certain authenticating documents.21 Pursuant to the same request, there is also transmitted a copy of a letter dated August 11th21 from the Construction and Engineering Finance Company, Equitable Building, New York City, announcing that that company and MacArthur Brothers have joined their interests with the Asuncion Port Concession Corporation.

The reason given by the new corporation for asking that these documents be transmitted to you is that you may be in a position intelligently to deal with any matter that may arise in connection therewith.
