The Minister in China (Crane) to the Acting Secretary of State

434. Your 365, December 9, 7 p.m. Japanese Legation in its note of April 6th, 1918, stated “that the Government of Kwantung issued under date of Marat 20th, 1918, regulations for the control of the entry of foreigners into the leased territory of Kwantung and the railway zone of South Manchuria Railway. They are exactly the same in my estimate as the regulations regarding the entry of [Page 42] foreigners into Japan which formed the subject of Mr. Yoshizawa’s note of January 28th, 1918. The new regulations took effect immediately upon their publication”.
Legation’s reply of April 24th, 1918, gives acquiescence for regulations “made temporarily expedient by the conditions of the war”
Legation has received no formal reply to its note of November 2nd, see my 360 November 6, 6 p.m. I will delay notifying consuls of the cessation of American acquiescence pending further explicit instructions from the Department.
