The Chargé in Mexico (Summerlin) to the Acting Secretary of State

Sir: With reference to the Associated Press despatch from Paris, published in the local press on December 22nd, in regard to a statement purported to have been made by the French Minister for Foreign [Page 199] Affairs to the effect that France will not accord recognition to Mexico until the United States is prepared to do so, (see pages 4 and 5, Embassy’s despatch No. 3542, of December 24, 192035), I have the honor to report that El Universal in its issue of the 29th reported that Mr. Victor Ayguesparsse, the French Chargé d’Affaires here, had received a cable from the French Ministry for Foreign Affairs, denying categorically the above mentioned statement, and adding that the French Foreign Office has made no declaration whatsoever about Mexico.
