The Japanese Government has issued regulations taking effect immediately for the control of the entry of the foreigners into the Port Arthur leased territory and the South Manchurian railway zone uniform with regulations of January 24th regarding the entry of foreigners into Japan. They contain restrictions on the entry of undesirable persons and require that persons entering shall carry passports with photographs and Japanese consular visé.
